That is weird. I'm using the most recent release, and I'm STILL getting an error, even with your code copy and pasted, in a brand new project. Hmm....
So the problem here is, that I wrote shit. If you want to set a Permissiongroup then you have to get your ChatCommand object.
ChatCommand testCommandObject = getCommandManager().registerCommand("test", "!test (message) - Don't what this command should do.");
Now we have our testCommandObject variable. Now we can set a Permissiongroup(optional)
The problem was that you have to use
getCommandManager().setCommandPermissionGroup(/*Your ChatCommand object*/, /*a PermissionGroup object.*/);
